Guru Gobind Singh Khalsa College for Women jhar sahib is committed to ensuring the holistic development and well-being of its students through a comprehensive and effective welfare framework. This framework forms a vital part of the institution’s educational mission, fostering a secure, inclusive, and supportive environment where learners can thrive academically and personally. The college seeks to remove obstacles that may hinder learning and to cultivate a campus atmosphere that inspires growth, confidence, and ethical behavior. Recognizing the intrinsic link between welfare and academic achievement, the institution regularly reviews its support mechanisms to ensure their continued relevance and efficiency. To uphold discipline, mutual respect, and moral integrity, a structured Code of Conduct has been instituted to guide students toward responsible participation in college life.
Policy Goals and Key Principles
The Student Welfare Policy is designed to meet the diverse needs of the student community while promoting a collaborative, respectful, and value-driven campus culture. It aims to create an environment that supports academic success, personal enrichment, and emotional well-being. The policy also outlines procedures for addressing misconduct and ensuring compliance with institutional values and regulations.

1 .Code of Conduct
Khalsa College for Women is committed to maintaining a culture of discipline, dignity, and ethical conduct that reflects the institution’s core values and educational philosophy. The college believes that true learning can flourish only in an atmosphere of mutual respect, self-control, and responsibility. All students are expected to uphold these principles by demonstrating integrity, punctuality, honesty, and courteous behavior within and beyond the campus. The Code of Conduct serves as a comprehensive guide to appropriate academic and social behavior, ensuring that every member of the college community contributes to a harmonious and value-based environment.
Students are encouraged to take pride in their role as representatives of the institution and to maintain exemplary standards of character and conduct in all pursuits. The college strictly prohibits any form of misconduct, indiscipline, discrimination, or disrespect toward others. Violations of rules are addressed through fair and transparent procedures to promote accountability and corrective growth rather than punishment.

2 .Uniform / Dress Code
In order to foster a sense of equality, discipline, and unity among students, the College has prescribed a specific uniform policy that must be adhered to on all working days and during official college functions. Wearing the uniform reflects the institution’s ethos of dignity, decorum, and collective identity.

Students are expected to come to college neatly dressed and in proper uniform. Any student attending classes without the prescribed uniform will be liable to a fine of ₹50 per day. The College administration reserves the right to take disciplinary action against repeated violations of the dress code.
This dress code not only upholds the college’s tradition of simplicity and grace but also prepares students to maintain a professional and respectful appearance in all academic environments.

3 . Student Identification Card
Every learner is required to carry their college identification badge at all times, while within institutional premises. Members of the teaching and administrative staff are authorized to verify the card whenever necessary. The identity and library cards will be issued approximately one week after admission formalities are completed.
Entry to the campus will be denied to any individual who does not possess a valid identification badge.
The card must be presented to access college amenities such as the canteen, library, or laboratories.
Students must return the identification card to the administrative office upon withdrawal, completion of studies, or disciplinary removal. Failure to comply may result in forfeiture of deposits and withholding of official certificates.
Each learner must safeguard the card and refrain from transferring or lending it to another individual. Any act of misuse or impersonation will result in strict disciplinary proceedings, which may include expulsion.
The administration retains the authority to request the return of the card at any time without furnishing a justification.
In case of loss, a duplicate card may be obtained after completing the prescribed procedure and paying the stipulated replacement fee.

4.Attendance Policy
Regular attendance is vital for academic excellence and personal growth. To qualify for the University examination, each student must attend at least 75% of the total lectures, practicals, and tutorials conducted during the academic session.
Condonation of lecture shortage may be granted only in exceptional circumstances, subject entirely to the discretion of the Principal, whose decision shall be final and binding. Genuine reasons such as illness must be supported by valid documentation.
Students are expected to maintain consistent attendance and participate actively in all academic activities, as it reflects discipline, sincerity, and commitment to learning.
An Appreciation Certificate will be awarded to students maintaining above 95% attendance, while the student with the highest attendance will be specially recognized at the Annual Prize Distribution Function.

5.Campus Mobile usage
Students are strictly required to switch off their mobile phones while attending lectures, practical sessions in laboratories, or engaging in any academic or co-curricular activity within the college premises. The use of mobile phones or any other electronic devices during instructional hours is strictly prohibited, as it disrupts the academic environment and hampers learning. Furthermore, students are advised that bringing mobile phones or electronic gadgets to the college is entirely at their own risk. The institution shall not be held responsible for any loss, theft, or damage to such personal belongings.

6. Scholarship and fee concession for students
The institution upholds the principle that education must be accessible to every learner, regardless of their social, cultural, or financial circumstances. India is home to students representing varied economic groups, many of whom require financial assistance to pursue their academic aspirations. With a deep commitment to equity and inclusion, the college maintains a dedicated fund to extend financial relief and support to such students.
To evaluate the eligibility and need for assistance, the following guidelines are observed:
i) Applicants seeking financial relief are required to submit a formal request, duly signed by parents or guardians, at the time of admission and addressed to the Director-Principal.
ii) The student’s overall academic record, punctuality, discipline, and general conduct on campus are carefully reviewed before approving continuation of aid in subsequent sessions.
iii) Scholarships are granted on the basis of academic distinction, subject to the availability of benefactors or funding organizations during the academic year.
iv) Continuation of financial relief is dependent upon the student’s consistent attendance, active participation in academic engagements, and satisfactory performance in examinations. Any instance of indiscipline or habitual absence may lead to cancellation of the granted concession.

7 . Concession for meritorious students students are granted special financial relief at the time of admission as a mark of recognition for their scholastic excellence.

8. Sponsored scholarships
In addition to the central and state-level assistance programs, the college also collaborates with numerous organizations and philanthropic contributors to provide sponsored scholarships. Over thirty external entities extend support through these initiatives. Students must comply with the specific eligibility and procedural requirements laid down for each sponsored scheme to avail themselves of the benefits.

9. Special Concession
Graduates of the college who pursue postgraduate studies within the same college are eligible for a concession on the basic tuition fee for the first year of their program. The college also provides special consideration to students facing exceptional hardships arising from unforeseen circumstances, such as natural disasters or public health emergencies.
Note: Each student is entitled to avail benefits under only one government-funded scholarship scheme. Any breach of this provision shall result in appropriate disciplinary and/or legal action as determined by the institution.

10. Student Representation and Student Council
The institution upholds the principle of student participation in governance as a vital component of academic and personal development. Student representation serves as an effective platform through which learners can express their opinions, offer constructive suggestions, and communicate their concerns in an organized manner.
At the commencement of each academic session, a Class Representative (CR) is either nominated or elected for every class. The CR functions as a liaison between the students and the institutional authorities, including the Deans, Vice Principal, and Heads of Departments. Their duties include disseminating official notices, maintaining effective communication, and contributing to the overall discipline and decorum of the institution. Additionally, they act as a link for addressing and resolving issues faced by their peers.

The college also constitutes a Student Council, ensuring inclusive participation of students from all social and academic backgrounds. Historically, in the 1980s, the State Government discontinued student union elections in Punjab due to prevailing unrest and security concerns. Consequently, the college does not conduct elections for the Student Council; instead, its members are nominated to represent the student community effectively.

11.Students’ Training and Career Guidance Cell
The College provides comprehensive career guidance to prepare students for higher education and future employment. The curriculum is strategically designed to strengthen students’ employability skills. The Career Guidance Cell assists learners in selecting suitable academic programs, exploring diverse professional avenues, and identifying potential career prospects. It ensures that students are well-informed about the various options available to them.
The activities of the Career Guidance Cell are coordinated by a dynamic and proactive Training and Placement Unit of the College. Regular updates regarding employment opportunities are communicated to students through e-mail. The cell also takes dedicated initiatives to organize on-campus recruitment drives .

12.Catering Services
Recognizing the vital importance of balanced nutrition in promoting students’ physical well-being and academic excellence, the College is committed to providing safe, hygienic, and nutritious food through its catering facilities. The College operates its own canteen under the strict supervision of the administration to ensure the highest standards of cleanliness, quality, and service are consistently maintained.

13. Disciplinary Committee for the Redressal of Student Grievances
The College has established a dedicated Cell to promote the welfare, safety, and empowerment of girl students. The Cell serves as a confidential and supportive platform where students can share their grievances, seek guidance, and find appropriate redressal for issues related to their well-being, safety, and dignity on campus.
It functions with the objective of creating a secure and respectful academic environment that fosters confidence, equality, and self-esteem among female students. Awareness programmes, counseling sessions, and workshops on gender sensitivity, health, and legal rights are organized regularly to ensure that students are well-informed and empowered.
All girl students are encouraged to approach the convener or any designated member in case of any concern, discomfort, or emergency. The College reaffirms its commitment to maintaining a campus free from discrimination, harassment, or any form of misconduct ensuring that every student feels safe, valued, and respected.

14. Health Care Services
The College is dedicated to promoting the physical and mental well-being of its students and staff through comprehensive health care initiatives. Medical camps are organized on campus to provide preventive and curative health services. Qualified medical practitioners and specialists (MDs) visit the institution periodically to conduct health check-ups and offer medical consultations.

15. Security and Safety Measures
The College places the highest priority on ensuring a safe and secure environment for all students and staff, particularly considering that it is a women’s institution. A comprehensive security system has been established across the campus to maintain peace, discipline, and protection at all times. Security personnel are stationed at all entry and exit points on a 24×7 basis to regulate movement and prevent unauthorized access.
In addition, the entire campus is equipped with a network of CCTV cameras strategically installed to provide continuous surveillance and monitoring of key areas such as classrooms, corridors, hostels, parking zones, and common spaces.

16. Student Entertainment
To foster a vibrant and joyful campus environment, the institution periodically arranges a variety of recreational and cultural programs aimed at promoting relaxation, creativity, and social interaction among learners. A broad spectrum of co-curricular and extracurricular initiatives are planned to nurture students’ artistic, intellectual, and athletic potential. The environment is maintained to promote concentration, discipline, and academic integrity.

18 .ICT Lab
The college is equipped with a state-of-the-art Hi-Tech ICT Laboratory, established to promote technology-enabled learning and digital literacy among students. The laboratory serves as an essential resource for academic excellence and innovation, particularly for students enrolled in Computer Science programmes such as BCA and M.Sc. (IT), as well as for other disciplines requiring technological integration.
The facility is designed to provide a conducive learning environment with advanced computer systems, high-speed internet connectivity, multimedia tools, and updated software applications. The lab encourages students to acquire practical skills, engage in research, and develop proficiency in Information and Communication Technology, which is vital for professional growth in the modern digital era.

19. Coaching Classes for Competitive Examinations
In order to prepare students for various national and state-level competitive examinations such as UPSC, , Banking, Defence Services, and other professional entrance tests, the College organizes specialized coaching classes. These sessions are conducted under the supervision of qualified and experienced faculty members and subject experts. The coaching programme aims to enhance students’ analytical skills, general awareness, and problem-solving abilities, while also providing guidance on examination patterns, syllabus coverage, and effective preparation strategies.

20.Booster Classes for Students Requiring Academic Support
To promote inclusive and equitable learning, the College organizes Booster Classes for students who may need additional academic assistance in various subjects of B.A., B.C.A., and B.Com programmes. These classes are designed to strengthen the foundational knowledge of learners, enhance their conceptual clarity, and improve overall academic performance.

23. Parking
The College provides a well-organized and secure parking facility within the campus for the convenience of students, faculty, and staff. Separate parking areas are designated for two-wheelers and four-wheelers to ensure smooth traffic movement and safety. Adequate security measures, including CCTV surveillance and security personnel, are in place to prevent theft or misuse of vehicles. Students are required to park their vehicles only in the allotted areas and are encouraged to follow all safety and discipline guidelines while entering or leaving the premises. The parking facility aims to promote an orderly and safe environment, ensuring ease of access and comfort for all members of the college community.

24. Mental Health Club
The College has established a Mental Health Club with the objective of promoting psychological well-being and emotional resilience among students. The Club organizes awareness programs, workshops, counseling sessions, and interactive activities to help students manage stress, anxiety, and other mental health challenges effectively. It serves as a safe and supportive space where students can openly discuss mental health issues and seek guidance from qualified counselors and faculty mentors. 25. Anti-Ragging Policy
In accordance with the directives of the Hon’ble Supreme Court of India (SLP No. 24295 of 2006, dated 16 May 2007) and the University Grants Commission (UGC) Regulations (Gazette Notification No. F.1-16/2007 [CPP-II], dated 17 June 2009), ragging in any form is strictly prohibited within or outside the college campus.
The institution maintains a zero-tolerance policy towards ragging. Any student found guilty of ragging, abetting ragging, or participating in any form of ragging activity—directly or indirectly—will face strict disciplinary action in accordance with UGC guidelines and applicable laws.
Every student is expected to uphold the principles of mutual respect, dignity, and harmony on campus. It is the moral and civic responsibility of each student to refrain from such acts and to report any incident of ragging immediately to the Anti-Ragging Committee or the Head of the Institution.
